Most San Francisco Bay Area residents over 30 years old remember exactly where they were at 5:04 p.m. on Oct. 17, 1989, when the magnitude 6.9 Loma Prieta earthquake shook the region.

I certainly do. I was just getting ready to drive home to Palo Alto, a few miles from the editorial offices of InfoWorld, a technology publication in Menlo Park, where I worked.

Public health officials are working to contain a persistent outbreak of tuberculosis affecting L.A.’s homeless population.

They want to get a handle on the crisis as quickly as possible, becasue tuberculosis can be deadly if left untreated.

Right now, it’s primarily affecting the homeless population in downtown L.A., and officials have seen the trend continue in the Los Angeles area.

Mounting scientific evidence indicates climate change will lead to more frequent and intense extreme weather that affects larger areas and lasts longer. We can reduce the risk of weather-related disasters, however, with a variety of measures. Experts say that a good strategy should include a variety of actions such as communicating risk and transferring it through vehicles such as insurance, taking a multi-hazard management approach, linking local and global management, and taking an iterative approach as opposed to starting with a master plan.

Another Yosemite camper dies in hantavirus outbreak

Construction crews began working on nearby tent cabins in Curry Village not long after Jenna Beck and her family arrived at Yosemite National Park.

Beck had reserved seven nights in one of the park's 91 "signature tent cabins," now at the epicenter of a hantavirus investigation. Eight visitors to the park have contracted hantavirus pulmonary syndrome, and three of them have died. Officials on Thursday confirmed that someone who stayed in another part of Yosemite contracted hantavirus.

Yosemite Hantavirus: U.S. Officials Send Warnings To Dozens Of Countries

U.S. health officials have sent warnings to 39 other countries that their citizens who stayed in Yosemite National Park tent cabins this summer may have been exposed to a deadly mouse-borne hantavirus, a park service epidemiologist said on Tuesday.

Of the 10,000 people thought to be at risk of contracting hantavirus pulmonary syndrome from their stays in Yosemite between June and August, some 2,500 live outside the United States, Dr. David Wong told Reuters in an interview.

Wong said U.S. Department of Health and Human Services officials notified 39 countries over the weekend, most of them in the European Union, that their residents may have been exposed to the deadly virus.

California Quake Test Shows Promise of New Building Code

Researchers place a model hospital on a shake table to assess the structure’s ability to withstand earthquake; in accordance with California latest building code, base isolators, which are rubber bearings intended to absorb the shock of the motion, were installed underneath the structure; the hospital passed the 6.7-magnitude and 8.8-magnitude tests with flying colors.

Last Tuesday, engineers from the University of California, San Diego conducted an ambitious and successful earthquake simulation, with what some called “boring” results.

Engineered had constructed a 5-story building, complete with a hospital operating room, an elevator, a kitchen filled with glassware. They also added a heavy air-conditioning unit to the roof. The building, built to California’s top earthquake codes, was then placed on top of a shake table, a device for shaking structural models or building components with a wide range of simulated ground motions, including reproductions of recorded earthquake time-histories.

Water Scarcity in California's Bay-Delta Necessitates “Hard Decisions”

Simultaneously attaining a reliable water supply for California and protecting and rehabilitating its Bay-Delta ecosystem cannot be realized until better planning can identify how trade-offs between these two goals will be managed when water is limited, says a new report from the National Research Council.  Recent efforts have been ineffective in meeting these goals because management is distributed among many agencies and organizations, which hinders development and implementation of an integrated, comprehensive plan.  Additionally, it is impossible to restore the delta habitat to its pre-disturbance state because of the extensive physical and ecological changes that have already taken place and are still occurring, including those due to multiple environmental stressors.

Reframing Resilience

First, there is great value in a systems approach as a heuristic for understanding interlocked social-ecological-technological processes, and in analysis across multiple scales. Yet we need to move beyond both systems as portrayed in resilience thinking, and the focus on actors in work on vulnerability, to analyse networks and relationships, as well as to attend to the diverse framings, narratives, imaginations and discourses that different actors bring to bear.

There are many definitions of resilience from simple deterministic views of resilience anchored in Newtonian mechanics to far more dynamic views of resilience from a systems perspective, including insights from quantum mechanics and the sciences of complexity.  One baseline perspective of resilience sees it in terms of the viability of socio-ecological systems as the foundation for sustainability.  For those that are ready to look beyond resilience as the ability to return to the "normal state" before a disaster, take a look at:
